Revert removal of $TAGBD... from FootSteps.dec because the names weren't showing in multiplayer class selection

Tactical classes don't have "NoAutoReload" when starting the game
anymore because it was constantly causing desyncs in multiplayer

* While using marksman carbine, if you hold down mouse1 while reloading (not the automatic reload when magazine is empty),
  the carbine will quickly fire 2 rounds after reload is done as if it was in fast firing mode.
  Can be fixed by removing A_Refire from the ReloadConcluded state, but it will make auto fire after auto reloading impossible
* When CQC grabs railgun, it gets converted to Blaster, but if it is dropped,
  it will convert to a MK2 or Plasma Rifle instead of a Railgun
* Weapon spawners say the wrong pickup message,
  for example, if CQC grabs MGL, it says grabbed Rocket Launcher
  
M202 :
	* Range finder bugs when multiple people use a M202 at the same time
	  (Update the acs file when LineAttack tid parameter works in Zandro)

Might be impossible :
	* Add inaccuracy to Railgun and Sniper when not aiming
